Can you target weight loss to upper body only?

I have an apple shaped body type and I am overweight on top and have very skinny legs and thighs. I have already lost weight but still have about 20 lbs to go.
I have a big stomach with no waistline, big back and big chest, and I have a fat face with a double chin
Is there anyway to target my weight loss to those areas only?
