After running my car for a while in cold the distributor cap points turn black and it doesn't start. New Dist?

I have a 1990 honda civic with dohc vtec engine I got from Osaka. I have replaced cap and rotor, and spark plugs. This only happens when it's runs in the cold weather. It is 7 degress in the mornings warming up to maybe 25.
